David Smiley

David Smiley is a seasoned litigator with over 20 years of experience, representing large general contractors, developers, public agencies, engineers, manufacturers and subcontractors in numerous construction matters.  Such matters include, bid protests, contract disputes, CSLB proceedings, prompt payment and collections.  Mr. Smiley has successfully litigated disputes through mediation, arbitration and trial on a wide number of large scale projects throughout the Southwest, including the City Center Project in Las Vegas, Nevada; the California High Speed Rail Project in Fresno, California; the Transbay Transit Center Project in San Francisco, California and the TSMC Semiconductor Factory Project in Phoenix, Arizona.
